From May 21 2025 the legislation on the 2.5 – 3.5 ton transport license comes into force.
Cross-border freight and cabotage road transport, in Romania and European countries, carried out with vehicles whose maximum authorized mass exceeds 2.5 tons to 3.5 tons after May 21 2025 will circulate illegally without a valid transport license issued by ARR.

What for many transport companies has long been the order of the day, carrying out the activity without a transport licence, according to the new changes brought to the Mobility Package, will be a thing of the past.

What is a transport licence?
Starting from 21.05.2022, companies that carry out road transport operations for a fee in national/international traffic with vehicles or combinations of vehicles whose maximum authorized mass exceeds 2.5 tons up to 3.5 tons (inclusive) must have a compliant copy .
Where does the transport license apply?
This license applies to both national and international transport, throughout the territory of the EU countries.

Requirements to be met to obtain a transport licence
To be able to obtain the form you must meet several conditions:
- Have registered office in Romania
- Own at least one vehicle registered in Romania.
- The company must have a person qualified as a transport manager, with a valid professional certificate, who also meets the “good standing” requirement.
- The transport manager has not been sentenced to prison or otherwise sanctioned for committing serious acts, nationally or internationally (this actually means “good standing”).
- The EU license will only be granted to solvent transport companies, which can prove that they have some equity capital. The calculation base is given by the number of available vehicles, the required capital being as follows:
– €9,000 for the first used vehicle;
– €5,000 for every other vehicle with a maximum authorized mass over 3.5 tonnes;
– €900 for every other vehicle with a maximum authorized mass above 2.5 tonnes and below 3.5 tonnes.
The situation where you can NOT get the transport license
If your company does not have a qualified person with a valid professional certificate as a transport manager and who meets the requirement of “good reputation”, you CANNOT obtain a transport license.

Who issues the transport license and how long is it valid for?
The transport license is granted by the Romanian Road Authority and is valid for 10 years, the certified copy is valid for 1 year. It is required and issued for each vehicle.
What documents are required to obtain a transport license?
- Administrator identity card;
- Company registration certificate;
- Document attesting to the existence of a company office, if the address of the office differs from that of the registered office;
- Transport Manager identity card;
- Professional attestation certificate of the transport manager;
- The employment or collaboration contract of the transport manager. It is not necessary if the transport manager has the capacity of administrator or shareholder of the company;
- The constitutive act of the company – fully scanned;
- Assessor’s Certificate – no older than 30 days. It can be obtained online;
- Criminal record of the transport manager;
- Criminal record of the company. the criminal record services at the level of the County Police Inspectorates, respectively the General Police Directorate of the Municipality, issue criminal record certificates to legal entities;
- Car stubs;
- Car registration certificate;
- The last balance sheet;
- Authorization to carry out economic activities independently – In the case of authorized natural persons or family associations;
- Document proving the ownership of the real and stable headquarters where the enterprise keeps its documents provided for in art. 13 letter a) of G.O. no. 27/2011 – Borrowing contract, rental contract, sale-purchase contract of the building where the company has its real and stable headquarters where the company keeps its documents;
- Proof of recognition of the certificate of professional competence of the transport manager if it was issued by the competent authorities of the member states of the European Union, other than Romania, of the European Economic Area or of the Swiss Confederation.

Where are the documents to be submitted in order to obtain the transport license?
To obtain the license and its compliant copies, the company submits to the territorial agency of the Romanian Road Authority – A.R.R. from the county where the company is based.
After obtaining the transport license, the requests together with the related documents for the issuance of new compliant copies can also be submitted by postal services with confirmation of receipt or online with an electronic signature on the website of the Romanian Road Authority – A.R.R.
What are the costs of obtaining a transport licence?
- The issuance of the transport license, valid for 10 years, is paid to the ARR account: 706 Ron;
- Issuance of the certified copy, valid for 1 year, which is payable in the ARR account: 260 Ron/vehicle;
- Consulting fee (connection key) which is paid to the ARR account: 41 Ron.
What are the exceptions to the application of the provisions?
For the road transport of goods for a fee in national traffic:
- postal transports carried out within a universal service;
- non-commercial transport of defective or damaged vehicles;
- transport of goods in vehicles whose maximum authorized mass does not exceed 2.5 tons;
- the transport of goods by taxi;
- the transport of medicines, medical devices and equipment and other items necessary in case of emergency situations specific to natural disasters;
- funeral transports;
- journeys made with historic vehicles;
- transports made with road vehicles specially intended for emergency medical services;
- transports carried out with road vehicles used by the armed forces, civil protection services, firefighters and the structures responsible for maintaining and restoring public order and safety or rented by them without a driver, when the transport falls within the own attributions of these services and is carried out under their control;
- transports carried out with road vehicles whose maximum authorized speed does not exceed 40 km/h;
- transports carried out with test road vehicles for technological improvement;
- transports carried out with agricultural or forestry tractors;
- transports in personal interest carried out by natural persons, with road vehicles owned by them, regardless of capacity;
- non-commercial shipments of milk and beehives.
For road transport of goods for a fee in international traffic:
- postal shipments carried out as part of a universal service;
- shipments of damaged or broken down vehicles
- transport of goods in vehicles whose maximum authorized mass does not exceed 2.5 tons;
- transport of goods by motor vehicles, if the following conditions are met:
- the transported goods belong to the enterprise or have been sold, bought, given for hire or leased, produced, extracted, transformed or repaired by that enterprise;
- the purpose of the movement is to transport goods from or to the enterprise or to move them, either within the enterprise or outside it, for own purposes;
- the motor vehicles used for such transports are driven by personnel employed by the enterprise or made available to it under a contractual obligation;
- the vehicles carrying the goods are owned by the company or have been bought in installments or leased by it, provided that, in the latter case, they meet the conditions set out in Directive 2006/1/EC of the European Parliament and of the Council of 18 January 2006 on the use vehicles rented without drivers for the road transport of goods
- transport is only an auxiliary activity to the set of activities carried out by the enterprise;
- shipments of medicines, medical devices and equipment, as well as other items needed in emergency situations, especially in the case of natural disasters.
Is it necessary to obtain another transport license by a transport operator who currently holds one?
Not. It is necessary to obtain a compliant copy of the transport license for each motor vehicle or combination of vehicles whose maximum authorized mass is between 2.5 – 3.5 tons with which they carry out road transport of goods for a fee.
