When we talk about animal transport, we are referring to a set of strict rules regarding transport procedures. There are clear specifications regarding the space in which they are transported, as well as the organization of the transportation operation. These rules may be different depending on the country.

Legislation on the transport of animals

The legislation that refers to these rules is applicable at European level and is regulated by the regulation Regulation (EC) no. 1/2005 of the Council of December 22, 2004 regarding the protection of animals during transport and related operations and amending Directives 64/432/EEC and 93/119/EC as well as Regulation (EC) no. 1255/97.

Also on February 14, 2019, the European Parliament adopts a new resolution of the law on the implementation of Regulation (EC) no. 1/2005 of the Council on the protection of animals during transport within and outside the EU.

Enforcement of legislation

As millions of animals are transported every year between EU Member States, within Member States and to third countries over long distances, European regulations refer to transports that aim to move animals for:

Sacrifice;
To be raised;
To be further fattened;
Reproduction;

As animals are also transported for other purposes, regulations may also apply to transported animals:

For recreational purposes;
For exhibitions and as pets;

Failure to comply with the legislation in force > can be punished with fines from 1,500 lei to 5,000 lei, in the case of acts committed by natural persons, respectively with a fine from from 10,000 lei to 15,000 lei, in the case of acts committed by legal entities.

Also, in the Resolution of December 12, 2012, Parliament requested that the travel time of animals destined for slaughter be reduced to a maximum of 8 hours.

This regulation comes in response to the fact that transport is stressful for animals, as it exposes them for hours to a series of difficulties that affect their welfare. The journeys are often very long and include long delays due to border checks of documents, vehicles and the suitability of animals for transport.

In addition to the fact that transporting animals in unsuitable conditions can bring you quite large fines, there can be other consequences (indoor temperature or delays) that directly affect the transported animals, causing:

One of the main demands of the European Commission in Regulation 1/2005 regarding vehicles transporting animals is to be equipped with GPS equipment. The purpose for which this decision was made is that through the equipment essential information can be obtained regarding the transport and safety of animals such as:

Exact geographical position of the carrier vehicle;
Vehicle speed;
Internal temperature;
The number of openings and closings of the animal compartment;

First of all, it is necessary to transport these animals in optimal conditions. Especially in the case of transport in closed spaces, it is important that the temperature of the cargo space respects certain parameters. Routes can also be created in advance and thus the points where the necessary stops will be made can be established. Creating points of interest for these stops means that alerts will be sent every time the vehicle arrives at these points. At the same time, all stops and their times will be recorded, in order to facilitate compliance with the rules in force with reference to the feeding, watering and resting time of the transported animals.
