A new electronic road toll system was launched in Poland on June 1, 2021. The new system for paying the Poland vignette is called e-TOLL and replaces the previous viaTOLL system, which will be completely discontinued on September 30, 2021.

What’s new with the Polonia e-TOLL vignette payment system?

The new Polonia e-TOLL vignette payment system, unlike viaTOLL, is based on vehicle tracking via the Global Navigation Satellite System (GNSS). This means that commercial vehicles over 3.5 tonnes must regularly transmit their location to the Polish system to determine what road taxes they have to pay.

How can vehicles connect to the new e-TOLL system?

Now, Poland offers three possibilities for connecting vehicles to the e-TOLL system: a compatible on-board unit (OBU – see our equipment here), a mobile application or an external location system (ELS), installed at the factory.

Connecting via the on-board unit

An on-board unit (OBU – see our equipment here) approved by the Polish toll authorities can also connect to the e-TOLL system. This option is our recommended solution, as it comes with the lowest costs for shipping companies. This solution also has the advantage of not requiring a mobile phone, which drivers could either forget to charge or accidentally turn off, resulting in fines or errors.

Signing in using the mobile app

A free mobile application, available for both Android and iOS, can be used to connect to the Poland e-TOLL system for paying road tolls. But this solution has several disadvantages. It requires drivers to maintain a permanent connection to the e-TOLL system for the payment of the Poland vignette, meaning a constant consumption of battery and data. If the signal is interrupted, drivers can receive fines from the Polish tolling authority for non-payment of road tax Poland.

Connecting through the accredited external tracking system

Vehicles can also connect to e-TOLL through an ELS that has been installed in their vehicles. These solutions must be purchased and installed through third-party companies and typically require a subscription fee for their services.

The type of vehicles for which road tax is charged in Poland

e-TOLL is mandatory for all motor vehicles with a maximum authorized mass of more than 3.5 tonnes and for buses (regardless of their maximum authorized mass).

In accordance with the Act of 6 May 2020 amending the Public Roads Act and certain other legal acts, electronic toll collection is applied in Poland on toll roads, motorways and selected national roads. (see list of roads)

Is the viaTOLL system still operational?

The viaTOLL OBU units are operational until September 30, 2021. Until this date, there will be a transition period during which the 2 systems will operate in parallel. After this date, the current viaTOLL system will no longer be operational and will no longer allow the payment of road tolls in Poland. e-TOLL will become the only toll collection system in the country (except for the A2 highway).

What should users do before the viaTOLL system expires?

To return the OBU device in exchange for a refund of the amount deposited as a guarantee for the device;
To register in the e-TOLL system for paying the Poland vignette and exit the viaTOLL system;
To settle the funds on his account. Settlement is possible within 12 months after the expiry of the viaTOLL system, after which funds remaining in the viaTOLL accounts will be transferred to the Polish National Road Fund.

Fines for non-payment of road tax Poland

Failure to comply with this connection can result in fines of up to PLN 1,500 (about 1,600 RON), even if the signal loss is not due to driver error.
